Russian missiles and drones attacked the Kyiv region on the morning of 19 October. In Irpin the strike hit a residential area of private houses and one of the town’s largest businesses, the Planeta Plastyk plant. A woman was killed and 19 people were injured, nine of them children.
This was reported by Irpin City Council, citing the head of the Kyiv Regional Military Administration, Tymur Tkachenko.
What was damaged
By the end of the day 86 damaged sites had been counted in the community: about 70 private houses, five apartment blocks, seven cars, and industrial and warehouse premises. Three people were listed as missing that day.
Missiles hit the production facilities of Planeta Plastyk directly and caused significant destruction, the city council said. The plant had already been almost completely destroyed in 2022.
The blast wave blew out windows and damaged the ceiling at Kindergarten No. 4 Kazka. Parents were asked to keep children at home for now, and schools in the community switched to online learning that day.
A thick column of smoke rose over the town. Acting mayor Anzhela Makeieva urged residents to close windows and doors and not to go outside unless necessary.
Who is helping
Two humanitarian aid centres were set up at the sites of the strikes. Police record damage to homes there, and staff take applications for aid under the Turbota programme.
Lawyers from the Right to Protection charity advise residents free of charge, the community said.
Local businesses brought OSB boards to temporarily cover blown-out windows and holes in roofs. Municipal workers are working with volunteers and representatives of nine charities, Irpin TV channel ITV reports.
The charity Global Empowerment Mission pledged to replace all damaged windows in private houses, following talks with first deputy mayor Oleksandr Pashchynskyi.
The municipal company Hromadske Kharchuvannia brought hot lunches to both centres. Many homes had no working kitchens, and gas and electricity at the strike sites were temporarily cut off.

The next day, 20 October, the centres reopened at 9:00. People were given building materials, hot drinks and sandwiches, and municipal workers and volunteers cleared debris.
Where to turn
Residents whose property was damaged can call Oleksandr Pashchynskyi’s hotline on 0800 335 191. First aid and psychological support are available at two outpatient clinics, at 105-K Severynivska Street and 18-A Liubomyra Huzara Street.
Makeieva shared a photo of a shop in a building left without a single intact window, which keeps working. “This is what our resilience looks like,” she wrote.
As a reminder, attacks on the Bucha district injured seven people on 9 October.
