Businesses without a shelter can keep working as usual during the yellow threat level until 4 December 2026. This three-month transition period was set by Cabinet of Ministers resolution No. 1092, which came into force on 4 September.

This was recalled by the Ministry of Economy and Environment.

The resolution sets out how businesses operate when the yellow threat level is declared. Companies that have a protective structure, a permanent or temporary shelter, or are located in dual-use buildings can keep working as usual.

The red level, under the government decision, means work stops and people must go to a shelter.

What can be done instead of a shelter

Building a separate structure is not mandatory. Under Cabinet resolution No. 1128, in cases provided for by law, a business can set up a safe space right inside its own building.

The ministry says this will help small and medium-sized businesses adapt their premises faster. By 4 December, businesses must decide which solution suits their premises and, if needed, set up a shelter or a safe space.

Alert levels in the Bucha area

In the Bucha district alerts are already declared by level. On the night of 20 October, for example, the city council reported that the alert in the district had been raised to red and later lowered to yellow.

As a reminder, in September the government added the Kyiv region to the list of high-risk territories in the war risk insurance programme for businesses.
