Educational institutions in the Kyiv region have already received more than 100 generators from Belgium. Ten institutions are switching to alternative energy sources, and seven of them already have solar panels.

This was reported by the head of the Kyiv Regional Military Administration, Tymur Tkachenko, after meeting Belgian Ambassador Luc Jacobs and representatives of the Enabel agency.

Belgium is only slightly larger than our region: about 30,500 square kilometres against 28,100. Yet as of April 2025 the country had provided Ukraine with more than EUR 2.2 billion in aid.

Tymur Tkachenko described the meeting with the Belgians in a post with a video, which can be viewed below.

Four years waiting for a classroom

The most telling story of this cooperation comes from the Novi Petrivtsi Lyceum. For four years, pupils in grades 5–11 studied there remotely because the school had no proper shelter.

In February 2026 a radiation shelter fully funded by Enabel was completed there. It holds more than 650 people, in effect all pupils and staff, and meets barrier-free requirements.

According to Tkachenko, new shelters are now being built at four more educational institutions in the region. In April 2025 Belgian Foreign Minister Maxime Prévot inspected the construction at the Baryshivka Lyceum.

What is planned in the Bucha district

The largest sum in the 2024 package of EUR 8.6 million was set aside for our district: more than EUR 4.8 million for the Skif academic lyceum in Shpytky, Dmytrivka community.

Enabel ran a tender to reconstruct the lyceum, with bids closing in June 2025. The same package includes the Makariv medical college, for which the sum was still being determined at the time.

Skilled workers and hospitals

The Belgians also help create modern vocational education spaces, so graduates can work in their own communities and rebuild the country. By early 2025, four institutions in the region were already taking part in this project.

Tkachenko calls cooperation in healthcare no less important: modernising hospitals, creating modern operating theatres and developing rehabilitation. He did not name specific hospitals in the post.

Two prime ministers in Bucha

Belgian officials have come to us too. In November 2022 Prime Minister Alexander De Croo visited Bucha and Borodianka, and in April 2025 Prime Minister Bart De Wever, Foreign Minister Maxime Prévot and Defence Minister Theo Francken came to Bucha.

In 2025 the delegation visited the Church of St Andrew the Apostle, next to which a mass grave lay during the occupation, and honoured the dead at the wall of remembrance. Mayor Anatolii Fedoruk told the guests about the city’s losses and its recovery.

At the meeting we updated our further plans. We will go on developing safe educational spaces, energy independence and medicine.

As a reminder, a shelter for Irpin’s Mriia lyceum will cost more than UAH 100 million.
