Private homeowners in Bucha District, as across Kyiv Oblast, can take out a subsidised loan for a generator or solar system, and the state will repay part of it. Utility subsidies and benefits are also available.

This is set out on the state eOpora portal, which brings together winter support programmes.

A loan for a generator or solar panels

Loans range from 10,000 to 480,000 hryvnias for up to 10 years, for a house of up to 300 square metres. The money can go on a generator, solar panels, a 1–10 kW wind turbine, a hybrid inverter or batteries.

The state covers the interest: up to 0% in the first year, up to 5% in the second and up to 7% in the third, after which the bank’s rate applies. Part of the principal is also repaid: 20% for a generator, 25% for a hybrid system and 30% for a hybrid system with a generator.

Applicants choose the equipment themselves and apply to an authorised bank. Within 180 days of installation they must give the bank documents and geotagged photos of the equipment. Interest is covered for three years, subject to budget funding.

How the subsidy is calculated

The housing subsidy covers part of the cost of heating, electricity, gas, solid fuel and bottled gas. The family pays only a mandatory amount that depends on its income, and the state pays the difference within social norms.

To set the payment, the Pension Fund divides income per person by the subsistence minimum of 3,209 hryvnias, halves the result and multiplies it by 15%. This gives the share of income the family pays for utilities.

For example, a pensioner living alone on 5,000 hryvnias would have a mandatory payment of about 11.7% of her pension, roughly 584 hryvnias a month. The subsidy would cover the rest of the cost within the norms.

The application and income declaration go to the Pension Fund in person, by post or online, or via an administrative services centre. If the subsidy starts from the beginning of the heating season, income for the first half of the year counts, and pensions for August.

Benefits for veterans and families of the fallen

Certain groups get a 25% to 100% discount on utilities, solid fuel and bottled gas. Under the law, combat veterans pay 75% less, people disabled by the war 100% less, and families of the fallen 50% less.

For these three groups, family income is not checked. The benefit is arranged through the Pension Fund, but it cannot be received together with the subsidy.

As a reminder, in October the government launched the eOpora website with all its winter support programmes.
