A single website, eOpora, with state and regional support programmes for winter 2026/27 has been launched. Residents of the Bucha area can use it too: it brings together practical advice and official contacts for households and businesses.
This was reported by the Cabinet of Ministers. The website was developed by the Ministry for Restoration, Infrastructure and Transport together with the Ministry of Culture.
How to find your programme
On the website, click “Winter support” and choose a category in the “Who are you?” section: private individual, family with children, vulnerable person, state institution or local authority, homeowners’ association, small or large business.
Then choose the type of support in the “What do you need help with?” section and your region using the filter.
What applies in Kyiv region
Homeowners’ associations, housing cooperatives and managers of apartment buildings can apply to the SvitloDIM grant programme: from 100,000 to 300,000 hryvnias per building for equipment that provides energy independence. Recipients co-finance no more than 10%, and the total budget is 800 million hryvnias.
The programme only covers Kyiv, Kyiv region, Kharkiv and Kharkiv region, and there are plans to extend it to Sumy and Dnipro.
In Bucha, Buchaservis has already joined SvitloDIM as the first and so far only municipal company in Kyiv region in the programme. Thirty apartment blocks in the community will get backup power.
Owners of private houses can take out a preferential Energy Support for Homes loan for energy equipment, up to 600,000 hryvnias at 0–7%. Subsidies for utilities and solid fuel are also available, as are benefits for certain groups, including service members and combat veterans.
Another programme replaces gas meters with new-generation devices. The website also has a map and advice on connecting energy-independent home internet via fibre.
What businesses can get
Sole traders, small and micro businesses can get a 0% loan for generating equipment, up to 10 million hryvnias for up to three years. Loans at 5–7–9% are available for cogeneration units, up to 250 million hryvnias for up to 10 years.
The one-off payment of 19,400 hryvnias under Winter Support is intended for vulnerable households in frontline areas.
