The Borshchahivka community has launched a programme to co-finance the repair and fitting out of basements in apartment blocks as basic shelters. The community budget will cover 70% to 90% of the cost of the work.

This was announced by acting village head Oleksandr Medvid.

According to him, the community is one of the first where such support applies not only to municipal buildings but also to other apartment blocks, including homeowners’ associations. The programme was launched after numerous requests from residents about shelters.

How much residents will pay

The residents’ share depends on the number of flats. In buildings with up to 20 flats the community will cover 90% of the cost, with 21 to 50 flats 80%, and in larger buildings 70%. The rest, from 10% to 30%, must be paid by the residents.

The programme is estimated at 10 million hryvnias, but it will be funded within the amounts provided for in the budget for the relevant year.

How to take part

First, residents submit an application to the village council for an inspection of the basement by a commission. It must include a representative of the district emergency service and decides whether a basic shelter can be set up there.

After a positive conclusion, the co-owners order and approve the design and cost documents themselves. These costs are not automatically reimbursed, and having a project does not yet guarantee co-financing.

Next, an application to join the programme with a package of documents is submitted to the general department of the village council. The executive committee approves the final list of participants and the amounts of funding. The full text of the programme with application forms has been published on the council website.

Meanwhile, the government proposes to give businesses more time to set up shelters so they can work during yellow alerts.

As a reminder, the programme was approved at the session on 15 October, when deputies also allocated almost 40 million hryvnias for the military.
