The director of a private company that was to build a radiation shelter at one of the schools in the Bucha district has been served a notice of suspicion. According to investigators, UAH 10.8 million of budget money was embezzled through a fictitious subcontractor.
This was reported by the Kyiv Regional Prosecutor’s Office.
What the contract required
The contractor signed the contract with a municipal enterprise in May 2025 following a tender. The works were worth about UAH 167 million. Prosecutors have not said which school is involved.
Under the contract, the company was to build the shelter without subcontractors and spend the advance on materials within three months. Unused money was to be returned to the client.
What investigators found
However, investigators say the director transferred part of the money to other companies under subcontracts. In particular, UAH 10.8 million went to a company with signs of being fictitious, which was later liquidated.
Accounting documents credited this company with construction work it never actually did.
The director is suspected of laundering criminal proceeds and official forgery. The investigation is being conducted by the Kyiv region police with operational support from the SBU and is ongoing.
As a reminder, in early October the regional authorities demanded faster completion of school shelters and promised checks by law enforcement.
