MP Heorhii Mazurashu has registered a draft amendment to Article 23 of the Law on Mobilisation Preparation and Mobilisation. The document proposes widening the range of people entitled to deferment and changing how citizens deal with territorial recruitment centres.

What is proposed

The main change concerns the interpretation of raising a child alone. The draft would grant deferment to parents of minors if the other parent has died, been deprived of parental rights, been declared missing — or has been abroad for more than 90 days within a year.

That last point is the new one. At present a formally married father whose wife has lived abroad for years raises the child alone, but in law he does not count as such.

The second part is about recruitment centres

The title of the document separately states its aim: to minimise the risk of unlawful, corrupt and disgraceful actions towards citizens during mobilisation work. So it concerns not only grounds for deferment but the procedure itself.

The specific mechanisms will become clear from the text after committee review.

Why it is too early to make plans

This is a registered draft, not a rule in force. It was submitted on 10 August, circulated on the 12th, and from 13 August it is with the committee on national security, defence and intelligence.

Ahead lie committee review, a vote in the chamber and the President's signature — and at each of those stages the text may change or fail entirely. So it is not yet something to base life decisions on.
