On 26 October President Volodymyr Zelensky put into effect a decision of the National Security and Defence Council on building a belt of engineering barriers to defend cities. The document calls this the all-round defence of cities. Preparations for it have also been discussed in the Kyiv region.

This follows from presidential decree No. 1067/2026.

The NSDC adopted the decision on 25 September. It is marked “for official use only”, so its details are closed: the decree names no cities, specific measures or deadlines.

Engineering barriers are meant to hamper the advance of enemy troops and strengthen the protection of settlements. The president assigned control over the decision to the NSDC secretary, and the decree took effect on the day of its publication.

As early as May, the head of the Vyshhorod district military administration, Oleksii Danchyn, said the military command had set the task of preparing 32 settlements of the Kyiv region for all-round defence, including Kyiv itself, ZN.UA reported.

On the same day, 26 October, Zelensky signed decrees extending martial law and general mobilisation for another 90 days from 31 October.

As a reminder, belarus is building a military training ground with a 60-wagon railway siding 40 kilometres from the border with the Kyiv region.
