Public events: no more than 50 people and a shelter within 300 metres. Approval takes 15 working days

The requirements were adopted under protocol No. 458 of the Kyiv Regional Defence Council operational headquarters, dated 24 July 2026. This is a regional-level decision, and the community is only implementing it on its territory.

The procedure was published by the Boiarka City Council.

Who this applies to

The requirements extend far wider than one might think: not only to peaceful assemblies, rallies, marches and demonstrations, but also to sporting, educational, cultural, religious, entertainment and public spectacle events. A school celebration, a concert and a tournament all fall under the rule.

A public event is permitted only if three conditions are met at once: no more than 50 participants, prior approval from the relevant military administration, and a civil defence shelter either at the venue itself or no more than 300 metres away.

Approval takes at least three weeks

Organisers must submit written notice to the executive body of the village, settlement or city council no later than 15 working days before the event. If the route passes through several settlements, notice is submitted to each relevant council separately.

The executive body gives a written reply no later than two working days later and, in case of refusal, must state the reasons. After that the organiser submits notice to the district military administration no later than 10 working days before the date of the event.

The final word rests with the police and the emergency service

The district military administration clears the event with units of the National Police, the State Emergency Service and, where necessary, the patrol police. Final written approval must be received by the organiser no later than five working days before the event.

The notice must state the date, start time and duration of the event, its purpose, the venue or route, the expected number of participants and the details of the organiser and responsible person. The 50-person cap and the shelter requirement are a direct response to the risk under which a crowd in the open becomes a target.
