On 29 September residents of the village of Dibrova in the Irpin community, together with acting mayor Anzhela Makeieva, said they do not want a hazardous waste incineration complex next to them.

According to her, she and city councillor Andrii Pomazan have repeatedly appealed to the Kyiv Regional Military Administration, the relevant ministry and other authorities to ban construction on this site.

What the company wants to build

The plans belong to Ekostandarttsentr LLC. According to the environmental impact assessment notice published by Irpin City Council, the company wants to reconstruct a waste processing complex at 1/1 Valentyna Opanasenka Street and install a unit to incinerate the waste there.

The design capacity is 803.2 tonnes of waste a year, or 3.2 tonnes a day. The plan is to burn medical and similar waste at temperatures of up to 1,200 °C with flue gas cleaning, and the unit itself will run on diesel fuel.

For this the company is renting buildings with a total area of 1,460 square metres on a 0.75-hectare plot. According to the documents, the plot is designated for building and servicing retail premises.

Who makes the decision

The waste treatment permit and the hazardous waste management licence are issued by the Ministry of Economy, Environment and Agriculture. The ministry also ran the public discussion of the report, with hearings scheduled for 30 July.

Makeieva stressed that such facilities could harm not only the environment but also future generations who will live here. She promised to keep defending the community’s position with every legal tool available.

As a reminder, in August residents of Irpin and Hostomel were advised not to drink untreated well water because a tributary of the Irpin river had been polluted.
