The municipal company Borodiankateplopostachannia has announced its intention to set economically justified tariffs for heat. Comments and proposals are accepted before the settlement council's executive committee takes its decision.

The notice was published on the Borodianka settlement council website.

What heat costs now and what it would cost

The current tariff is 5,893.18 hryvnias per gigacalorie including VAT. The executive committee set it back in October 2025, to take effect from the start of 2026.

The company now proposes 6,721.20 hryvnias per gigacalorie including VAT — about 14 per cent more. The tariff is the same for every category: households, public institutions and other businesses alike.

Why residents will not feel it

For the duration of martial law and six months after it ends, a moratorium applies: households pay the tariff that was in force on 24 February 2022. So the increase falls mainly on public institutions and businesses.

They are also the ones using almost all the heat: of more than seven thousand gigacalories a year, about 96.9 per cent goes to publicly funded institutions — schools, kindergartens and clinics. Households account for less than two per cent.

What a resident can do

The notice of intent is a required step: the company must give people time to submit comments before the executive committee approves the tariff. Proposals are accepted at the company's address.

Although the moratorium protects household bills, the decision affects the community directly: the gap between the economically justified tariff and what households pay is covered by the local budget.
