The 58th session of the eighth convocation was chaired by mayor Illia Dikov. Deputies considered eleven general items and the same number of land-related ones.

The decisions were announced by Vyshneve City Council.

Repair money split with residents

The key decision for flat owners is the Procedure for supporting major repairs in the community's apartment blocks where homeowner associations or housing cooperatives have been created. The mechanism covers 2026 to 2028 and works on a co-financing basis.

The scheme is simple in principle: residents raise part of the sum and the city adds the rest. Without such a procedure an association either repairs the roof entirely at its own expense or does not repair it at all — which is why programmes like this become the main incentive to form associations.

A central kitchen on Kyivska Street

The second notable decision is the transfer of design and cost documentation for the "New construction of a central kitchen" on Kyivska Street in Vyshneve. The project therefore moves from paperwork to the search for a contractor.

A central kitchen is a catering hub that prepares meals for the community's schools and kindergartens instead of each facility running its own kitchen. A similar site already operates in neighbouring Bucha and has become one of the assets the community shows investors.

Social protection and police support

Deputies also amended the Turbota social protection programme for 2026–2028 and the programme supporting law enforcement bodies for 2026. They separately approved the Education Department's programme of official events for 2026–2028.

The eleven land-related items were considered in line with current legislation; the council's statement gives no details.
