Empty sanatorium buildings in Vorzel could become temporary social housing for young teachers and social sector workers. Bucha Mayor Anatolii Fedoruk put the idea to the President, who visited Bucha on Friday, 2 October.

Which buildings the community is asking for
They are the Zirka sanatorium at 54 Kurortna Street and the first branch of the Ukraina sanatorium. Both are state property managed by the State Property Fund.
The second request concerns dormitories of the National University of Life and Environmental Sciences in Bucha and Vorzel. People have lived there for years but cannot privatise their rooms, and the buildings are slowly falling apart.

According to Life.Kyiv, Volodymyr Zelensky suggested transferring the buildings to municipal ownership so the community could renovate them itself. The final decision rests with the government, the State Property Fund and the institutions that currently manage the facilities.
Why housing for teachers
The talk about the sanatoriums began at a lyceum. The President met the community’s teachers, and they spoke most of all about two things: pay and housing.

The President ordered officials to look at expanding state housing programmes for teachers. They also discussed social housing in buildings that stand idle, which is exactly the Vorzel idea.

A resort that is almost a hundred years old
Vorzel’s first sanatorium, today’s Zirka, opened in 1932 in Dr Erdraikh’s boarding house: 60 beds and its own hydrotherapy clinic. In 1938 the settlement was declared a resort of all-Ukrainian importance.
After the Second World War the resort was rebuilt, and by the early 1980s Vorzel had 28 health resorts with 7,580 beds, according to Wikipedia.
Zirka has not received guests since the 2000s. According to Fedoruk, in 2018 its property was handed to the State Property Fund, and nine of its 23 buildings are already privately owned, Informator reported.
The community has been down this road before
Bucha already has a similar story. The community asked for part of the Peremoha sanatorium in Vorzel from March 2024, the regional council refused in 2025, and the property was handed over only in spring 2026.
Now Peremoha’s utility buildings are becoming a depot for Buchaservis, and the treatment building is planned to house a care home for older people, as we reported.
The difference is that Peremoha belonged to the region, while Zirka and Ukraina belong to the state, so the decision lies with the government. The city is ready to prepare the documents and look for renovation money from the state and international partners.
As a reminder, in June Bucha City Council officially accepted part of Peremoha into municipal ownership.
