Construction has begun in Hostomel on Proskurivska Street of a residential quarter on the site of a military compound destroyed in the fighting of 2022. Two of the six planned buildings are already going up.

This was announced by the Kyiv Regional Military Administration; the details are set out by Suspilne Kyiv.

The project provides for six seven-storey buildings containing 360 apartments. Before the full-scale invasion, five buildings stood here, home to 272 families. The new development therefore does not merely replace what was lost — it delivers roughly a third more housing than before.

The first two phases account for 144 apartments. They will go first to the families who lived here and lost their homes to Russian aggression. The remaining phases depend on funding.

The most interesting part of the project lies underground: a dual-purpose shelter of more than 2,100 square metres, designed to hold over 1,200 people. “During air raid alerts it will serve as a shelter, and in peacetime it will be used as a sports complex,” the regional administration said.

The approach answers a problem familiar to anyone who has built a shelter since 2022: a concrete basement that stands empty 360 days a year quickly fills up with junk. A gym that people use daily stays serviceable on the night it is suddenly needed for its other purpose.

Builders are currently assembling the structures of the lower floors, waterproofing, laying brickwork in the basement rooms and preparing the base for the future shelter’s foundation.

“For people, recovery begins with the chance to come home. That is why projects such as the reconstruction in Hostomel are a priority for us,” said Mykola Kalashnyk, Minister for Restoration, Infrastructure and Transport.

The scale of the task remains enormous. According to the Kyiv Regional Military Administration, more than 30,000 structures in the region have been damaged or destroyed since the start of the full-scale invasion, the overwhelming majority of them housing. As of early 2026, 17,000 had been restored. The Hostomel quarter is among those still ahead.
