1 October is the date from which the heating season is counted for housing subsidies and the reduced price for electric heating. The heating itself is switched on separately, by decision of the local authorities and depending on the weather. Also from 1 October, the way some pensioners receive their payments changes. Some of the changes will happen automatically, while others are worth checking yourself.

Electric heating: the reduced price returns

From 1 October to 30 April, households for which electricity is the main source of heat will pay a reduced tariff of UAH 2.64 per kWh for consumption of up to 2,000 kWh a month. Anything above that will be charged at the normal price of UAH 4.32. This was announced by the Cabinet of Ministers, and the decision is set out in Resolution No. 530 of 29 April 2026.

The reduced price applies to houses and flats with electric heating, as well as to apartment buildings not connected to gas supply or to central or autonomous heating. The normal price for households, UAH 4.32 per kWh, applies under the resolution until 31 October 2026. If you are unsure whether the reduced price will apply to you, check with your electricity supplier.

Subsidies: from 1 October the heating season is calculated

The housing subsidy is calculated separately for the non-heating season, from 1 May to 30 September, and for the heating season, from 1 October to 30 April. For most recipients, the Pension Fund determined eligibility automatically for the period from May 2026 to 30 April 2027.

You need to apply if you rent your home and pay the utility bills yourself; if fewer people actually live there than are registered; if the household includes internally displaced people who have moved; or if you need the subsidy for liquefied gas or solid or liquid stove fuel. Recipients must also inform the fund of any changes in household composition or property status within 30 calendar days.

Pensions via a state bank: who now gets them via Ukrposhta

From 1 October the state-owned Ukreximbank stops servicing the accounts of people receiving pensions, housing subsidies, benefits and other social payments from the Pension Fund. The fund asked recipients to choose another bank by 15 September. Those who did not will receive their payments through Ukrposhta branches.

To receive the money on another bank’s card, you need to submit an application to change the payment method with the details of the new account — via the Pension Fund web portal or at any of its service centres. The list of banks through which payments can be received is on the fund’s website.
