On 24 September Irpin City Council adopted a decision on the pay of staff at the community’s municipal educational institutions. It moves educators’ salaries to the new rules under Cabinet of Ministers Resolution No. 1078 of 31 August 2026. Teachers will see the changes as early as their September pay, deputy mayor Yuliia Osinska said.

What is changing

It is not only a 20% rise in base salaries but also a new pay mechanism for teaching staff and an exit from the Unified Tariff Grid. From now on the lowest base salary for a teacher is at least 1.6 times the minimum wage — about UAH 13,865.

The community pays schoolteachers’ salaries from a state subvention. Kindergarten teachers and out-of-school educators, however, are funded entirely from the local budget — and it is for them that Irpin decided to raise pay earlier than the state requires.

Although Resolution No. 1078 allows communities to move preschool and out-of-school staff to the new pay terms only from 1 January 2027, we decided to do it right now

What it will cost the community

By the end of the year, about UAH 14 million more will go from the local budget to raising the pay of preschool and out-of-school staff. Their salaries will rise by UAH 2,000–3,000, depending on length of service and workload.

Ahead of Out-of-School Education Day, mayor Oleksandr Pashchynskyi and Yuliia Osinska visited the Irpin Centre for Out-of-School Education. It is currently attended by 744 children aged 5 to 18 across 34 clubs — arts, sports and technical — and enrolment for the new academic year is still open. Besides the pay rise, the session allocated money for the centre’s equipment, including a 3D printer.
